Because of Covid-19 we are a delegated committee of three. Agreed at the Finance Meeting on 23rd March 2020 F20/03/51.

20/04/01 Receipt & Approval of apologies for absence. All none present Councillors are absent due to Covid-19

20/04/02 Declaration of Interests Cllr Parr declared an interest on East Devon Planning decision on 20/0242/TCA as this is his tree.

20/04/07 Report from County Councillor See Appendix A A number of Councillors have commented that they have no recollection of agreeing to a 20mph limit going through Colyton.

20/04/09 Highway Matters
a) Details from Colyton Carnival Committee of the route and details for Colyton Carnival 12th September 2020, a request for road closures is being made.
b) Temporary Prohibition of Through Traffic and Parking Ref TTRO2034915 On Tuesday 5th May 2020 for a maximum of 5 days. Roads affected - Road from Streathayne Cross to Red Cross this is considered necessary for Safety reasons for an engineer to work on overhead structures.
c) Cllr Pady has produced a report with all the damages caused to the roads used for the diversion
route during the Coly Road closure. These damages have been reported by himself and the clerk.

d) Temporary Prohibition of Through Traffic REF TTRO2035134 From Tuesday 14th April to Friday 17th April 2020 for a maximum of 5 days. Roads affected - road to Parehayne Farm there is no alternative route. This is considered to enable highway patching.
e) Temporary Prohibition of Through Traffic REF TTRO2035133 From Monday 18th May to Wednesday 20th May. Road from Farwood Cross to Purlbridge Cross. This is considered necessary to enable repairs to water meter structure and add new valve.

All of the above payments were approved, proposed by Cllr Parr, seconded by Cllr Clifford.
a) VAT submitted successfully - to be noted
b) The defibrillator does not have a set of spare pads, a spare pad-pak cartridge contains pads and a battery
costs £99 + VAT. Cllr Parr proposed that we should have a spare set in case the one set is faulty, this was agreed by Cllr Clifford. The clerk to order the spare set.
c) BACS payments from 23rd March 2020 Finance meeting for approval. Approved by Cllr Parr.
d) Online banking if clerk falls ill, potential of Standing Orders being set up for regular payments. Cllr Parr stated this would then need to be cancelled if situations changed EG if John fell ill or Halcyon could not fulfil their contract. If the clerk could not make online payments then the Parish Council will go back to writing out cheques. Cllr Clifford agreed.
e) Confirmation of receipt of first half of precept.
f) Balanced End of Year Accounts to be approved. These have been sent out to all Councillors. Chair of Finance Cllr Turner is happy with them. External Audit deadline has been set back to 31st August but Cllr Parr stated if we hold on to try to approve the Accounts in person then we may run the risk of all Councils doing the same and then having a rush to complete the Audit. Cllr Parr proposed the clerk contact the external auditor and begin the process. Seconded by Cllr Clifford.
g) Internal Audit due for past three months. Cllr Turner. This can be put off until the lockdown is lifted.
h) Letter from The Cambridge Building Society, due to Corona Virus annual interest rates are being reduced to 0.10% from 9th April, we have 30 days to decide whether to accept this or move Council Reserves to another account. Cllr West stated that all savings accounts will be in a similar situation due to covid-19. Cllr Parr agreed. Cllr Watts suggested we review in three months.

Planning Applications were discussed on a Telephone Conference call on Monday 20th April with Cllrs J Gardiner, E Jones, H West, R Watts, K Clifford, S Real, A Parr and C Pady present. This call was open to the public and the notice was published along with the call details three clear days prior to the call taking place.

a Planning Applications

20/0549/FUL Meadow Cottage, Coly Road - Mr Carless - Retention of a timber shed. Proposed by Cllr Watts, seconded by Cllr West - NOT SUPPORTED due to insufficient information on planning application,dimensions are not stated, intention of use is not stated (it is rather large for a garden shed) It does demonstrable harm to the property due to its size, there is also a question of does the building sit within the building line of the property. EDDC will be invited to conduct a site visit.

20/0636/FUL 34 Branscombe Close, Colyford - Mr & Mrs Hepper - Construction of single storey extension, raising of roof ridge to enable loft conversion and provision of cladding. Proposed by Cllr West, seconded by Cllr Pady. All agreed. SUPPORTED

20/0671/VAR The Tithe Barn, Northleigh - Mr & Mrs Cox - Variation on condition 4 of permission 12/0254/FUL (conversion of barn to form annexe) to permit annexe accommodation to be used as single dwelling house independent of Blmaphayne Cottage. Proposed by Cllr Watts, seconded by Cllr Jones, all agreed. SUPPORTED.

20/0242/TCA Colyton House Vicarage Street Colyton - Mrs Parr - Holm Oak currently at 16m in height with average crown radius of 10m : reduce and thin canopy removing approximately 20% leaf area; reducing height and spread by between 1 to 2m making pruning cuts 25 to 75mm in diameter; crown raise to give 3m clearance above ground level; finished height of tree to be approx. 14m with an average crown radius of 9m

Potential for chapter 8 training for community road wardens. This will be deferred to the next full meeting to see if we have any volunteers.

20/04/14 Amenities
a) Letter from resident RE a tree in the cemetery needing attention. Cllr Pady to investigate.
b) Bench on land at top of the Butts. Resident has asked to move it so people can use it. This was discussed at a previous meeting. The clerk to contact the member of public who raised this issue.
c) Cemetery Soil Disposal. This could potentially happen in Mill Field - to be discussed at Amenities meeting.
20/04/15 Proposal to hold future meeting via Telephone Conference Calls. The phone number and pin could be posted onto the agenda for public information. Agreed, we will hold a practice call on Monday 20th April at 7pm. Clerk to set up the details and communicate.

Appendix A

The coronavirus crisis

County Councillor's
Report, April 2020

I am pleased that the Government has finally introduced a comprehensive lockdown. I do not want to spread false optimism, but there now may be some hope that the South West will be spared the very worst, since our known rate of infection is lower than other regions.
However we also started with the least provision of any region for ICU beds. So our NHS will still come under great pressure, however much beds, ventilators and staffing are improved, as the NHS are making huge efforts to do.
I was the first county councillor to raise the coronavirus crisis, at the Council meeting on 20th February. I said then that we in Devon faced a 'perfect storm' if the virus took hold, due to our elderly population and under provision in the NHS, and pressed for urgent action. During March I have repeatedly pressed for stronger social distancing measures. I issued a statement together with four other members of the Health Scrutiny Committee, urging the Government to accelerate the introduction of stronger measures. Obviously it is good that in the end, the Government listened, but their delays will cost lives.
The County Council has stated that a major priority is to look after people in the care homes for which it is responsible.
Town and parish responses and funding
I am heartened that many councils and communities now have local schemes in place to support those who need help, and these will be coordinated with the national NHS volunteer support scheme, being managed in Devon by the County Council.
The County Council has launched the COVID-19 Prompt Action Fund (details already sent to parishes) to help, and local schemes can apply for instant grants of up to £500.
My Locality Budget is also available, of course, and I can now fast-track applications for the 2020-21 money.
Sutton Tip is now closed.
Bus services and community transport
The County Council says: Bus companies are facing a very difficult situation as passenger numbers fall drastically alongside staffing issues and loss of income. In response, bus companies are planning to reduce their services, inevitably with less than the usual notice period. They are doing this in discussion with the County Council who are supporting them in obtaining short-notice authorization from the Traffic Commissioner. Some community transport groups have closed down, others have altered their services.At present the best advice for anyone having to undertake essential travel is to check with their local bus company or community transport group before travelling.
Devon NHS Long-Term Plan
By chance I joined the Health and Adult Care Scrutiny Committee, at its meeting on 12th March, the last meeting I attended before self-isolating. One item was this plan, drafted before the present crisis, trying to achieve further reductions in spending. I'm afraid to say that it did not even mention pandemic or epidemic planning. I think it is safe to conclude that it will have to be looked at from top to bottom, as will national NHS policy, when this crisis is over. Highways delays I received general information before the lockdown that the contractors are behind because of the wet weather. Now, of course, the lockdown will hamper their attempts to catch up.
Bus service consultation
The Government has extra funding to allow councils to increase support for bus services. There is a consultation https://www.traveldevon.info/bus/dft-bus-funding-consultation-20-21/ to help decide Devon's response. I urge you to fill it in, as well as sending me your ideas.Progress on 20 mph limits Seaton, Colyton and Beer have now all agreed that they wish to move towards 20 limits in their centres. The County Council has decided, however, that before a comprehensive change in Speed Limit Policy can be implemented the results of the Newton Abbot 20 mph trial scheme must be evaluated, as this will inform what the policy should be.A Cabinet working group will now consider how new requests for 20 mph schemes should be managed in the meantime and make a recommendation. I will follow up when we know this.
